In 2010, OPN Architects was awarded the Fifth Judicial District Master Plan and Old Main Jail Adaptive Reuse Project for Polk County after several failed master planning studies conducted by other firms. OPN worked with the County to determine the viability of pursuing renovations to the Old Main Jail facility. Crucial success factors for the project were the phases of planning, demolition, systems design, schedule, and cost. This project has been staged through three phases to include programming, an adaptive reuse study, a master plan, and the actual demolition and renovation of the building.

Phase I – Programming and Schematic Design Old Main Jail Adaptive Reuse Study
OPN developed programming and planning studies that considered space needs and departmental adjacencies for public access and public accommodations. In addition, consideration for 11 courtrooms with secure access and circulation, jury deliberation rooms and offices/conference rooms, judicial chambers with secure circulation and related court support spaces, and accommodation of existing Polk County Sheriff functions including detainee holding, staging, transportation, control, offender identification, courthouse intake & processing, and evidence storage needs were researched. OPN considered designs that included additional renovations to the Historic Courthouse and connecting tunnel, addressing judicial and detainee circulation issues. As part of the initial programming and master plan, we included evaluation of the existing eight story Old Main Jail facility, development of schematic design plans, system narratives, and detailed cost estimates. All major disciplines including structural, mechanical, electrical, technology, and civil/site work were included in this project.
Phase II – Programming, Master Plan, and Existing Building Assessment
OPN Architects has recently begun Phase II, after the County approved and adopted Phase I.
Phase III – Old Main Jail Adaptive Design Reuse Project
Phase III will provide the County with services required to execute and complete construction of an approved scheme.
